That's an interesting problem. The links say: [1] The account needs to be validated if the credit card has never been used before on aws but as a user you won't know this. [2] Something in aws is not fully started when you create a new account thus you launch an EC2 and terminate it in 10 minutes and launch again for 30 minutes then terminate it. [3] Turning 2fa on might help but that looks more like a co-incidence to me.
