Can I get Cost Explorer to show me the number of instances matching a filter?

I see the $ cost matching certain filters, but I wonder if there's also a way to see how many instances are attributable for that cost. The reason is to help me figure out how many db instances to reserve.

There is no instance-level data in Cost Explorer for RDS. You would have to get this from the Cost and Usage Report (CUR) with resource IDs enabled. https://docs.aws.amazon.com/cur/latest/userguide/cur-create.html

Cost Explorer has the ability to show a 2nd graph that includes only 1 metric. So if you filter (right panel) for a single metric, like Usage Type Group -> EC2: Running Hours, then you will see the 2nd graph with number of hours used. You can change the display to daily and get the number of EC2 hours per day. Change group by (top bar) to instance type and see the data by instance type. And then you can filter further by tag, region, etc to narrow it down. If you have 1 instance running then the bottom graph should show 24hrs of use per day.
