Account stuck in "incomplete" status for 5+ days — phone & payment verification failing, no resolution from Support

I signed up for AWS about a week ago. My account has been stuck in "incomplete" activation status since then, and I still can't access any services.

Issue 1 — Phone verification: Every attempt fails with a generic error: "Sorry, there was an error processing your request. Please try again and if the error persists, contact AWS Customer Support." Tried across multiple browsers, incognito mode, cleared cookies, and over several days — same result every time. No voice call option is offered, only SMS.

Issue 2 — Payment verification: I received an automated email saying the $1 authorization charge was declined. My card supports international USD transactions and works fine with other services, so I don't believe it's a card issue. Both the "credit card information" link and "Payment Preferences" link on the incomplete signup page redirect back to the same incomplete page instead of letting me edit payment details — this seems to be a server-side block rather than a browser issue, since I've tried this across multiple browsers and devices.

I opened a support case (************) five days ago. AWS Support on X confirmed twice that they flagged it internally as urgent, but there's still been no response or update from an actual agent on the case itself.

Has anyone dealt with this before, or can an AWS employee here help escalate? Happy to provide more details if needed.
