How to contact AWS Support to unlock an EIP from my account.

I am attempting to release an EIP from my account. The reverse DNS record has been previously removed. I am getting a message that it cannot be released as it is locked to my account and to contact AWS Support to have it unlocked. My question is simply "How do I contact AWS support without initially having to pay for a support plan"

Hello.

Inquiries under "Account and billing" can be made free of charge.
This issue must be a problem with your AWS account, so please open a case under "Account and billing" and contact AWS Support.

By the way, in the case of EC2 ElasticIP, I think you can cancel the rDNS settings by following the steps in the document below.
