Phone verification fails with 400 Bad Request on /startSMS - Venezuela (+58)

Problem Description

I'm trying to create a new AWS account from Venezuela but I'm stuck at the phone verification step. When I click "Send SMS" (paso 4 de 5), the system shows a generic error message: "Se ha producido un error al procesar la solicitud. Vuelva a intentarlo."

What I've Tried

  1. ✅ Different browsers (Chrome, Firefox, Edge)
  2. ✅ Incognito/Private mode
  3. ✅ Cleared cache and cookies
  4. ✅ Disabled ad blockers and extensions
  5. ✅ Waited 72+ hours between attempts
  6. ✅ Verified phone number can receive international SMS
  7. ✅ Tried multiple times over several days

Account Details

  • Country: Venezuela (+58)
  • Phone: +58 424-*** (mobile number)
  • Operator: [Movistar/Digitel/Movilnet - especifica cuál]
  • Email: infra@flenryk.dev

Additional Context

  • No voice call option is available in the UI
  • According to AWS documentation, Venezuela requires "local address" for voice calls
  • I contacted AWS Support but received no response
  • The same number works for other services (WhatsApp, Telegram, etc.)

Questions

  1. Is there a known issue with phone verification for Venezuelan numbers (+58)?
  2. Can AWS enable voice call verification for my number?
  3. Is there a way to manually verify the account through support?
  4. Are there regional restrictions for Venezuela that I'm not aware of?
