I have created the AWS account without updating my credit card informations . How to add it now?

I don't have access to any of the options - It shows the following error--"The Billing console uses AWS Identity and Access Management (IAM) policies for better security and flexibility. Some of your actions are currently restricted by these policies. Contact your AWS administrator if you need help. If you are an AWS administrator, you can provide permissions for your users or groups by creating IAM policies. Learn more"
