Hi,
Lightsail block storage is available in all Sydney zones. What issue/error do you see when you attempt your disk creation?

It says under "Additional attached disks" "There are no disks in Sydney, Zone A that you can attach to this instance."
Right, that means you have not created any disks in Sydney, Zone A. It will have a
Create new disk
option right there or you can go to https://lightsail.aws.amazon.com/ls/webapp/create/disk?region=ap-southeast-2 and Create a disk. Only then will there be a disk available to attach to your instance.
