Verified:
- list-foundation-models returns anthropic.claude-sonnet-5
- get-foundation-model-availability:
  agreementAvailability = AVAILABLE
  authorizationStatus = AUTHORIZED
  entitlementAvailability = AVAILABLE
  regionAvailability = AVAILABLE

Observed behavior:
- Claude Sonnet 5:
  AccessDeniedException
  anthropic.claude-sonnet-5 is not available for this account.

- Amazon Nova Lite:
  ThrottlingException
  Too many tokens per day

The account has not previously used Amazon Bedrock for inference.

Is this likely to be an account entitlement/quota issue, or is there another configuration I should verify?
