Hello,
To begin with, there is no lift and shift for this. Amazon EKS runs a single tenant Kubernetes control plane for each cluster. The control plane infrastructure isn't shared across clusters or AWS accounts. There are some solutions from the open source community that you can explore a backup and restore. For example, Velero is an community supported open-source tool that can be used to take backups of existing clusters and apply the backups to a new cluster.
