I agree it is bit confusing when it refers to "provided templates" and then there is no link. But if you scroll down the document you will eventually get to the point where templates are needed and they are embedded into document. The First template is for creating the VPC and you can find it here https://docs.openshift.com/container-platform/4.12/installing/installing_aws/installing-aws-user-infra.html#installation-cloudformation-vpc_installing-aws-user-infra and other templates will follow in the order they should be deployed.

I'd guess OCP UPI stands for OpenShift Container platform User Provisioned Infrastructure? If you could point to the documentation your are referring to, it could be easier to help you finding the cloudformation templates.
Granting this is RedHat documentation... so I might be asking the wrong forum

Search on CloudFormation Templates.
If this ends up referring me back to RedHat, then my question would modify to "how do I upload/import a CloudFormation Template"
