I recommend opening a support case to check the current limit for max linked accounts. When opening a case, make sure to open it from the organizations root account.

- Switch to the N.Virginia (us-east-1) region
- Go to Service Quotas
- Click AWS Services on the left
- Search for AWS Organizations
- Click AWS Organizations
- Review the AWS default quota value next to Default maximum number of accounts
- To increase, select the radio button next to Default maximum number of accounts
- Click the Request increase at account-level button top right
- Enter a number
- Click the Request button
