I believe it's related to but not limited to Domain reputation, Email authentication settings (SPF, DKIM, DMARC), or the content of your emails. Spammers exploiting SES could contribute to stricter filtering, affecting legitimate users like yourself.

SES sending limit increases still require an AWS review, and there is no legitimate automated way to bypass that process. AWS uses reputation-based controls, so if your domain, email authentication (SPF, DKIM, DMARC), or bounce/complaint rates are poor, your limits may remain low and your deliverability can suffer. Spammers are subject to the same vetting, and AWS actively suspends accounts with abusive behavior. To improve your situation, verify your domain in SES, configure proper authentication records in DNS, keep complaint rates under 0.1%, and open a Service Quota increase request via the AWS Support Center when your metrics are strong.
