Move 70TB data from on prem in France to S3 in Ireland with snowball

Question

I need to move 70TB data from our data center which is in France to our S3 bucket which is in Ireland region. I have following 3 questions reagrding this activity.       
1 : Do I need to ask the device from Paris region and ship it back to Paris region and AWS will transfer the data to the S3 bucket which is in Ireland or do I need to ask the device from Ireland and ship it back to Ireland?    
2 : If it's the former case, from Ireland to France and back to Ireland, how long does it take and what are the shipment costs as I do not find this information anywhere.    
3 : The device takes up to a week to provision according to the documentation. I need to do this migration multiple times for few months or up to a year. I won't be able to know the exact dates for this activity and it will not be optimal to wait for a week everytime I need the device. Is there a way to reduce this provisioning time?

You would have to order it while signed into the eu-west1 (Ireland) region in AWS Console - see https://docs.aws.amazon.com/snowball/latest/snowcone-guide/snowcone-shipping.html#snowcone-shipwithinregion

This implies going to the shipping company's website (UPS for the EU) and you can get the device dimensions & weight etc. from here https://docs.aws.amazon.com/snowball/latest/developer-guide/device-differences.html

It may also be worth engaging your account manager (if you have one) or even trying to log a billing support call and seeing if you can get a more definite answer, as AWS will have a contract with UPS abd so shipping may be less.

According to the **Shipping Speeds** section at the foot of https://docs.aws.amazon.com/snowball/latest/snowcone-guide/snowcone-shipping.html it should take about a day.
