Elevated Write Latency MySql RDS

We are using a db.t2.small (with multi-az) in Ohio region. We're seeing random spikes of elevated write latency for periods throughout the day. This has been going on for a few days, and is negatively affecting our work load. RDS Burst Balance is near 100%, and the number of read/write ops don't seem to affect the latency.

I'm curious if the underlying storage could be defective or degraded?
