Hi Unless sharing has been turned off, https://docs.aws.amazon.com/awsaccountbilling/latest/aboutv2/ri-turn-off.html#ri-turn-off-process the default behaviour is that Savings Plan purchased in any account is shared with the organisation. Sharing can be turned on again for all or a set of accounts https://docs.aws.amazon.com/awsaccountbilling/latest/aboutv2/ri-turn-off.html#ri-turn-on-process
From the FAQ:
How do Savings Plans work with AWS Organizations/Consolidated Billing?
Savings Plans can be purchased in any account within an AWS Organization/Consolidated Billing family.
By default, the benefit provided by Savings Plans is applicable to usage across all accounts within an AWS
Organization/consolidated billing family.
However, you can also choose to restrict the benefit of Savings Plans to only the account that purchased them.
