Hello,
To release Elastic IP addresses allocated in your AWS account:
Go to EC2 service console-> Under Network & Security -> Elastic IPs. Click on the IPs to release and actions-> Elastic IP addresses.

I checled this and it has only one IP address which is attached to the EC2 instance and it will probably be used.
Though the address there and the one in public IP insights page is different, so I am not sure why is that the case.
