Does AWS throttle mail traffic for external smtp servers

I have a customer who is aware that AWS throttles mail traffic, but was unclear if this also applies if you use an external smtp server? Would the Request to Remove Email Sending Limitations still be applicable ? Customer has configured smtp to be used outside of AWS services and so far it is working in test, but would like to know if there would be throttle implications of doing this in production.

is the relay server an EC2? or you using third party email service like sendgrid, O365 etc?

if ec2, then be default ec2 server have smtp limit and you need to submit a case to remove this limitation.
