i created a new one and created the records in Route 53 where my domain is
if your domain is registered and administered through Route 53 then the TXT record can be automatically created by AWS Certificate Manager. Once you have created the cert, and its status is Pending validation, click on it, then Create record and its status should soon change to Issued (you may need to refresh the page).

I was able to use the 'Create record in Route 53' button. I do see it in the Route 53 within the correct domain. It hasnt taken this long for DNS validation in the past but i dont have much experience with it. I thought maybe since the previous SSL did not renew and was expired there may have been another issue that was preventing the new SSL to be validated.
I just tried and it took less than a minute to validate a new cert. Try refreshing the page that the cert is on in AWS Console.
