can't create lightsail instances

Question

i have 0 lightsail instances running and have a instance quota of 20 (default). however whenever i tried to create a lightsail instance the ui pop says "You’ve reached the maximum number of instances that can be created."

Newer AWS accounts may be limited to a lower quota than the displayed quota.

I recommend that you open a case with AWS Support under "Account and billing" to remove these limits.
