I phoned with support yesterday. The page might be a bit misleading, but the AWS free tier plan does not include Redshift, not even as the advertised free trial. They also pointed me to this page where you can see all the things that are included in the free tier: https://aws.amazon.com/free/
As far as I understood, you can simply switch to paid and still use your free tier credits, just make sure to not overstep them. You can set some alerting in the Budget section for overstepping, even if you cannot set hard limits.
