My old accounts have no permission to do anything even in root user

I have accessed my old aws accounts and noticed that non of the actions were permitted to execute even in root user. As accounts doesn't have any permission to even show I can not add IAM policy as well.

I would like to reset or delete my account and start over. How can I do that? I have a password for both accounts and can provide.

Are you able to sign in as a root user using the method in the document below?
IAM users and root users have different sign-in methods.

Also, does your AWS account belong to an organization and its operations are restricted due to SCP, etc.?
If restrictions are imposed by SCP, you will need to perform operations using the Organizations root account.

If you are able to log in normally as a root user but cannot perform any operations, I think you will need to open a case with AWS Support under "Account and billing".
