Did you stop the dedicated host instance, made the changes and the start it? https://docs.aws.amazon.com/AWSEC2/latest/UserGuide/how-dedicated-hosts-work.html#modify-host-support

Yes. It keeps saying Instance launch failed Dedicated host h-xxxxx does not support the requested instance type.
I can launch t3.nano t3.micro t3.small t3.medium
all on a NEW dedicated T3 host with nothing else running on it. Anything above that does not work. Support is taking their time.

I also have it set to allow multiple instance types in the same family.
Capacity Table Instance type Available capacity t3.2xlarge 24 t3.xlarge 48 t3.large 96 t3.micro 192
Only some instances work on the t3 dedicated host.
t3.nano, t3.micro, t3.small, t3.medium all work.
t3.large, t3.xlarge, t3.2xlarge do not work on that host for some reason. Keep in mind nothing else is running on this host.
