I got an email of notifying that 'AWS Certificate Manager (ACM) has completed the renewal of an SSL/TLS certificate that certificate includes the primary domain ~ and a total of 1 domains.

To solve this problem, I logged into domain you mentioned in email, and moved to AWS Certificate Manager (ACM) and I want to resend the validation email. However, the option is unavailable, How do I solve this issue ?

ACM can auto-renew certificates and has the option of notifying you of these renewals. From your post, it sounds like the renewal happened and everything went fine so you have no action to take.
