Aurora Mysql Stuck in Configuring-enhanced-monitoring state

We have been experiencing table locking issue observed in the application and shutdown the database . When we started it up we experience the issue. Our aurora prod db is stuck in Configuring-enhanced-monitoring state and we can not connect to database . How to come out of this as we can not shutdown as it errors out as 'it is not in available state' . Is that a way to disable enhanced-monitoring state? can we forcefully stop out using CLI?
