The charges listed there are estimates of RDS charges that will occur over a one-month period.
This estimated fee will be displayed even if you are using the free tier, but you will not be charged if you are using the free tier settings.
Don't worry, if you select "Free tier" in "Templates" when creating, you can configure the RDS configuration for the free tier.

AWS offers a Free Tier for certain services, including databases like Amazon RDS, which provides limited resources for free. However, if your usage goes beyond these free limits, AWS calculates what you would be billed based on the excess usage.
Exceeding Free Tier Limits the Free Tier for databases typically allows for
750 hours per month of usage of specific instance types of EX.t2. micro A certain amount of storage usually 20 GB 20 GB for automated backups If you request additional resources (e.g., larger instances, more storage, or higher throughput), you would incur costs, and the estimated bill shows what these additional resources could cost monthly.
Regional PricingThe estimate might also factor in the region you're deploying the database to since costs vary by AWS region.
Potential Add-ons: Features like backups beyond free limits, Multi-AZ deployments, and provisioned IOPS can also generate costs beyond the Free Tier.
