AWS provides Skill builder (https://skillbuilder.aws/) for Selfpaced learning and aws training (https://www.aws.training/) for instructor led training (Paid mostly).

If you are part of AWS Partner, you can also register with your official email address for gaining access to additional partner related content.

I remember the training title in the image as AWS Partner Training, so I think it is training for APNs.

Therefore, you must be an employee of a company registered with APN to attend.
