In your case, if you've taken a snapshot of an RDS instance with 8TB of allocated storage, the new RDS instance created from that snapshot should also have 8TB of allocated storage.
However, it's important to note that the actual consumed storage of the new instance depends on the data in the snapshot. If the actual data size in the snapshot is 2.4TB, that would be the consumed storage in the new instance, even though the allocated storage size is 8TB.
