Permissions to access the billing console as a non-root account user has to be granted to you buy a root user. You should reach out to an administrator in your organization who has root-user or equivalent permissions to have them provide you with IAM access to the billing console:

Thanks for your reply Max, My user have the policy "administrator" and I see that this policy have the full access permissions to Billing this was working fine but suddenly I lost this access Do you know why this could be happen? thanks againg
