Is the account part of an organization? You could have an SCP denying you access to Glue crawlers creation. Have you created the IAM role policy or used an AWS managed policy? Have you used the IAM policy simulator to validate your policy. Do you have access to the S3 bucket? What do you see in CloudTrail?
