Unexpected Drifts in CloudFormation Stack

Hi AWS, I have created an IAM user and attached a couple of IAM policies to it using a CloudFormation template. However there is a weird observation that even though the policies have been created using same template still it is showing the Resource IAMUser modified mentioning that policies have been attached extrinsicly using a separate template.

Can you please let me know why this unexpected behavior is coming?
