Yes you have to Verify that your account is in good standing and that you haven't exceeded any resource quotas. Some cloud providers may prevent new instances from starting if you've reached your quota and If you are unable to identify or resolve the issue on your own, reach out to the aws support team ( aws-verification@amazon.com) of the platform or service you are using. They can provide specific assistance based on your account and instance details.
