Pinpoint SMS Toll Free Registration Requires Updates - Invalid OptIn Consent Flow

Trying to register a Toll Free number and get this message that it Requires Updates because of an invalid opt in consent flow.

Non Compliant Opt In Consent Info Opt-in express consent not compliant

My opt-in is simple as we plan to simply use this internally with out employees who have agreed to receive work-related notifications from us.

I submitted simply: All employees opt in to receiving notifications from employer about work-related matters at time of hiring.

Any ideas why this would be invalid or what I can do to rectify?
