Cloud Shell error Unable to start the environment. You must verify your account before accessing CloudShell.

Question

I have created AWS account a while back but I didn't have need for the cloud shell until now. While connecting it gives this error 
"Unable to start the environment. You must verify your account before accessing CloudShell." 
I have cleared my verification during account creation process, hence why does it states this silly statement.
I have also reached with support case and they rejected this :( cloud shell does come with free tier and I should be able to use it but not letting me. 
These support guys really want me to upgrade plan from basic.
