Since Aug 1, 2022 you won't be able to restore databases on 10.x, and starting on Jan 31, 2023, all clusters will be upgraded, your best option will be upgrade the current cluster to at least 11.9, using
- Upgrade in place https://docs.aws.amazon.com/AmazonRDS/latest/AuroraUserGuide/USER_UpgradeDBInstance.PostgreSQL.html or
- DMS https://docs.aws.amazon.com/dms/latest/userguide/CHAP_Source.PostgreSQL.html
then continue continue with the procedure from https://docs.aws.amazon.com/AmazonRDS/latest/AuroraUserGuide/aurora-serverless-v2.upgrade.html#aurora-serverless-v2.upgrade-from-serverless-v1-procedure
