Thanks for suggesting to change the timezone of the database. I would prefer to leave the database in UTC though and just setting the timezone for the extension as suggested.
Yes, like you mentioned there is no parameter groups to set cron.timezone in RDS, https://docs.aws.amazon.com/AmazonRDS/latest/UserGuide/PostgreSQL_pg_cron.html#PostgreSQL_pg_cron.parameters.
