Is it possible to recover fsx lustre filesystem if it is deleted, is there way to recover it?

If you have made a backup of it, yes, you can: follow https://docs.aws.amazon.com/fsx/latest/LustreGuide/restoring-backups.html

If you don't have a backup, I am afraid that you won't be able to recover it.

No , If there is no backup configured you cannot recover it .But by default fsx prompts to take a final backup when you delete a file system. So you can check if there is any final backup available.
