Your certificates have not been permanently lost; they remain recorded within CertMetrics but are currently associated with your former APN account. To restore visibility under your new Builder ID, AWS Certification Support must re‑associate these records with your updated profile.

I wanted to provide an update regarding my case.
I was able to resolve the issue myself by using the profile merge function in the CertMetrics portal (https://cp.certmetrics.com/amazon/en/profile/merge) from AWS Thailand community suggestion. After merging the profiles, my certifications became accessible again.
Given that this issue took more than three weeks and involved multiple escalations, I was quite surprised that the solution was simply to merge the profiles through the CertMetrics interface. This step was not suggested during the support process.

Same issue here. When new case opened through your Support Center I am receiving Auto Responses that says Account Merge Unsuccessful and "We were unable to find an existing case based on the details you provided.". You can check f.ex Case ID 178333564500288
