Hello! The web server that is hosting that website is returning the HTTP code 200 ("OK"), which means there's no communication issue and that technically the website is up, despite showing a blank page.
As AWS does not have visibility inside the instances for your own security and privacy https://aws.amazon.com/compliance/shared-responsibility-model/ I recommend that your website administrator takes a look at the web server files and Apache logs to determine what's causing this issue.
