To upgrade AWS OpenVPN server

Hi AWS, I am using a free tier t2.micro OpenVPN Server having access for 5 users and now I need to increase the number of users up to 25. How to upgrade the number of users? Do we need to delete the existing server and create a new one. I want to do it without any downtime.

Please provide me a solution for this.

You can change EC2 instance type by stopping (not terminating) the current instance, changing it to different size and/or family, and starting it again. This is assuming all your services (VPN server) have been configured to start automatically at boot, or you would do this manually after the new instance has started.
