Cannot access Anthropic Claude models on Amazon Bedrock - not authorized

I am trying to access Anthropic Claude models on Amazon Bedrock 
but getting error "Your account is not authorized to perform this action".

Account ID: 478499050865
Region: ap-southeast-1 (Singapore)

I am an individual developer using AWS for personal AI projects.
How can I get access to Claude models on Bedrock?

Is it possible to use Claude to chat in PlayGround from the Bedrock console?
