AWS Quota - Exceeding quota with only three instances

I am using Lightsail. I attempt to start a third instance (Ubuntu) and get a quota warning that prevents me going further. I have checked instances, disks, snapshots, static IPs etc etc and the only other objects I have are two static IPs. For some reason the quota portal tells me that I have used 5 out of 5 static IPs, but I haven't.

If I follow the quota increase request link I get to **a page telling me that I have an instance limit of 20 that I need to increase, but, I only have two servers running and want to start a third - so I am nowhere near the limit. (If the instance count is based on vCPUs, my current vCPU count is 4 and I want to end up with another 2, making 6 in total).

The interface guides me to request a quota increase but from the quota page that lists all the items that have quotas I cannot see any item with an exceeded limit (see ** above) - in fact only the static IP item shows 5 out of 5 - which is not the case and I wasn't requesting a static IP when the over-quota warning appeared. I'm finding it difficult to request an increase in a quota that I cannot identify. Any and all advice gratefully received. Thanks

Hello.

In rare cases, the actual quota set may be lower than the default quota displayed on the service quota screen.
Therefore, you need to open a case with AWS Support under "Account and billing" to check if there are any restrictions, or request a quota increase from the service quota screen.
