Hi,
It could be that your account is being considered “suspicious” so it may have been blocked or in other terms, not allowing you to do certain actions.
I would suggest to reach out to support for further troubleshooting.
thanks for answering. It's very curious because when I switch to the two regions mentioned, the page stays on loading for a while and then returns to the AWS login screen

Can I ask why you are even trying to delete the AWS managed KMS keys? You aren't being charged for them.
