Recommended savings with 3 year No Upfront RDS reservation Not showing on Billing Account

Customer is not seeing the recommended savings on their billing account if they opt for 3 year no upfront reservation for RDS. However, when they do the same thing for 1 year no upfront, they see those details without any issues. I have checked to make sure there is no instance mismatch nor region mismatch. The Org account automatically detect the running instances from 3 linked acounts and they only use same instance type all built in eu-west-2. What could be the issue?
