It depends on your DR RTO (Disaster Recovery - Recovery Time Objective) - how fast you want the system to be brought up ? if it is RTO < 5 mins, then yes, pacemaker will be required to automatically resize the secondary HANA, and convert it to primary node. If RTO is more lenient, you can consider doing other alternatives like manual take over and resizing.
