Opt out BSSID from IoT Core Device Location

Hi Spencer. AWS IoT Core Device Location uses third-party solvers: https://docs.aws.amazon.com/iot/latest/developerguide/device-location.html. If you don't call the third-party solvers with the GetPositionEstimate API, then AWS won't send any data to them.

If you want the BSSIDs opted out of the third-party solvers, then you need to take it up with them. To the best of my knowledge, HERE is the third-party solver for WiFi location.
