An IAM User created within a training provider's 12-digit AWS account does not create or block an AWS Root Account associated with your email address.
Key Points:
- IAM User vs. Root User: An IAM User exists only within the scope of the training provider's AWS account. It cannot be used to sign in as a Root User on the primary AWS Console login page.
- Account Creation: You can register a new AWS Account using your personal email address. The existence of a past IAM User with that email address does not prevent you from creating a standalone AWS Root account.
- IAM Credential Reset: Only the administrator of the 12-digit AWS account (the training provider) can delete or reset IAM User credentials. AWS Support cannot modify resources in an account owned by another organization.

I found the training provider....It was AWS and the course was "AWS Technical Essentials Virtual Training for Public Sector Employees" dated 2020 - so I emailed the AWS provider, but not sure the AWS Provider is still employed with AWS.
I tried creating a root account with my personal email account as suggested and that I already enrolled in, so that did not work. I received an email that states "The email specified is already associated with an AWS account" and I click on Sign into my account and I choose login with root account and I directed to another page that states "There was an error: An AWS account with that sign-in information does not exist. Try again or create a new account."
I am in a ambigious loop with my dilemma - help LOL!!!!
The other AWS option states "If your account has been permanently closed, or if you wish to create a new account anyway, you must enter a different e-mail address. You can't create an AWS account with an e-mail that is already associated with another account, even if the account is suspended or closed. To create a new AWS account with a different e-mail address, you can return to the sign-up page using the following link"
I do not want to create a new account with a new email - because my current personal email account that I did use might be linked to my public sector government AWS account.
Do I need to create an AWS ticket using the government AWS ticketing link that I have?
In Short: you can not use the AWS Account and IAM User which was created for you in advance to the Training ! Those Accounts - Training Environment will be deleted 8 weeks After the Training.
For the AWS training, you will typically have created an AWS Skill Builder ID to participate in the practice labs. These Skill Builder IDs are different from standard IAM user accounts.

There is something that must have fell through the cracks on my training account because of this constant authentication loop that I am in, in defense of AWS I do understand this has been 6 years, so things may have been still formulating in the processes of training accounts - I will wait for the AWS provider to contact me to coordinate with me on this issue. I will accept your answer thank you sir!
