There are two possible causes for this error: The AZ does not have capacity for the target instance class you choose. The target instance class is not supported in the AZ. In this case, the Az does not have capacity for the instance type you are requesting. As the rds sql server edition is web, multi Az feature is not supported . Below are the option you have:
Launch an instance in a different availability zone and migrate the database to the new RDS. Purchase a reserved instance (for that instance type) in the desired availability zone. This will also prevent you from receiving this error in the future.

Were you able to find a solution to this ? We are facing the same issue in us-east-1 and SQL Server Web edition for db.t2.small to db.t3.small
