AWS Account Stuck at Phone Verification During Signup (Error 83740) – Account Not Activated

Hello,

I recently created a new AWS account, but my account is currently stuck in the “Complete your account setup” stage and I’m unable to access any AWS services.

Here is my situation in detail:

Account signup completed and email verified

Support plan selected (Basic / Free)

Credit card added successfully

AWS has successfully charged the $1 USD authorization, so card verification is confirmed

However, phone number verification keeps failing with error code 83740

Because of this, every time I try to open any AWS service, I am redirected back to the “Complete your account setup” page

My account is not fully activated yet

I have already:

Tried correct phone number format with country code (+92, Pakistan)

Tried SMS and Call options

Tried different browsers and networks

Waited between retries to avoid rate limiting

Opened a web support case under Account / Billing → Account activation

Since my account is not activated, I only have the web support option and cannot access chat or phone support.

My question:

Is this a known issue during AWS signup?

Is there anything else I can do on my side, or does this require manual intervention by AWS Support to reset or approve phone verification?

Any guidance from the community or AWS team would be appreciated.

Format your phone number correctly with the right country code, ensure a valid payment method, try SMS or voice call, and if it still fails, contact AWS Support to activate your account.
