I understand that you are removing the User-based subscription in License Manager however it is throwing an error.
Please follow the documents which are mentioned below and then try to remove the subscription and if issue is still persist we would require more details that are non-public information.

https://docs.aws.amazon.com/license-manager/latest/userguide/user-based-subscriptions-unsubscribe-users.html There are no products any user is subscribed to.
https://docs.aws.amazon.com/license-manager/latest/userguide/user-based-subscriptions-terminate-instances.html There are no instances to terminate.
