Lightsail Instance Unreachable

I am trying to post a website to Lightsail by publishing the files/code through Visual Studio. I followed this guide exactly and did everything correctly through Step 7 part j. I received all the proper publish success messages yet when I go to open my server in part k. I always receive an error that the site can't be reached and took too long to respond. What might the cause of this be?
